The Office of All Things Official regrets to inform Billy "Baaaaaa" 
Westbury that an official designation cannot be granted at this time. 
Although Mr. Westbury has worked hard to develop the hull, chassis and 
wheels, the Board of Official Officials requires the installation of a 
motor and track to complete the "rolling chassis", which is the 
essential qualifying requirement.

Based on Mr. Westbury's drive and determination, we are confident that 
he will satisfy the requirements (including all additional requirements 
placed on him by the EU) in short order.
