The least expensive motor controller is the Tri-Pact speed control,
which consists of 4 automotive relays, 8 diodes and a little bit of
wiring, all for well less than $20 (see the Speed Control article on the
web site for details). You'll want to make sure that the motors are
geared properly to drive the vehicle at a reasonable speed, because you
don't want them arcing too much when the relays kick on and off.
