If you would like to become involved in model warship combat by joining The Eleventh Naval Combat Fleet, you may do so by downloading and printing the Fleet Application. At the present time, membership in The Eleventh Naval Combat Fleet is free and open to all individuals from 7 years old and up who have a sincere interest in model warship combat, naval warship modeling, and naval history in general. While membership in The Eleventh Naval Combat Fleet is free, if you intend to compete in model warship combat competition you must join at least one of the two national warship combat clubs. These clubs promote and organize local, regional and national competitions throughout the year at various locations around the United States.
Directions for applying for membership:
If you are 18 years old or older you must submit one completed, dated and signed application to the address below.
If you are 7 years of age but not yet 18 years old then you must submit two applications, one completed, dated and signed by you and the other completed, dated and signed by your parent or guardian.

All applications, when received, will be screened and then approved by the Office of the Chief of Naval Operations. Applicants that are approved for membership will be given a "commission" as an honorary "Naval Officer" and will be assigned to the nearest "active" naval combat "squadron" within the Fleet. All newly commissioned "Officers" will be sent a message by e-mail or postal mail upon approval. Each "Officer" progresses in rank depending on his participation in the hobby as shown in the Fleet Operations Manual.
"How to form your own Naval Combat Squadron"
The Eleventh Naval Combat Fleet is dedicated to promoting the safe, fun and exciting hobby of model warship combat by the forming of naval combat "squadrons" across the country. New "squadrons" are assigned based on geographic location, active membership and the needs of the Fleet. Those qualified individuals who are granted a "squadron" will benefit from the knowledge of other Fleet Officers and will receive support on a national level from the Office of the Chief of Naval Operations. Those individuals that are already involved in model warship combat and wish to form their own Fleet Squadron may do so by meeting the requirements set below. The following changes were incorporated into the regulations and by-laws of The Eleventh Naval Combat Fleet on October 1st, 2000.
Change 3 "Squadron Qualifications" Sept 23, 2000
As of October 1st, 2000, The Office of the Chief of Naval Operations (OpNav) has established the following requirements for forming new "Naval Combat Squadrons" within the ENCF.
These changes were incorporated to assist the Office of the Chief of Naval Operations in better serving the "active" Squadrons now in the Fleet. Fleet Squadron Commanders can expect help and support on a national level from the Office of the Chief of Naval Operations. Listed below are the duties of the Fleet Squadron Commander as written in the Fleet Operations Manual, dated July 2001.

Fleet Squadron Commander duties
Official duties include but are not limited to: Promotes the hobby of model warship combat through a campaign of advertising as a safe, fun and exciting hobby; Plan, schedule and host local Fleet battles and regional competitions; Counsels with Formation Commanders under his command on combat readiness and warship compliance with IR/CWCC or Model Warship Combat, Inc. rules; Responsible for set-up of maintenance/rest area and compressed air station during local competitions. Conducts Fleet Training Exercises for all surface warfare officers under his command; Acts as contest director during local competitions; Supervises junior officers assigned to local ROTC Squadron; Conducts training for local ROTC units under his command; Schedules squadron meetings on a timely basis. Appropriates new reference materials on scale ship modeling and distributes material to other unit commander(s). Reports directly to appropriate Battle Group Commander or higher command authority.

If all applications are valid, The Chief of Naval Operations will designate a new "squadron", assign a "squadron" number and designate a Fleet Squadron Commander. The Fleet Squadron Commander will receive a bound copy of the Fleet Operations Manual containing the regulations and by-laws of The Eleventh Naval Combat Fleet and a bound copy of the Fleet Squadron Commander's Handbook that contains information he may use in the management of the "squadron".
