Rookie Officer Training Command

The Rookie Officer Training Command (ROTC) was instituted as a sub-organization of The Eleventh Naval Combat Fleet (ENCF) in the Fall of 1999. The mission of the ROTC is to train junior "Officers", ages 6 through 15, the basics of model warship construction and model warship combat tactics through proper instruction by experienced Senior and Higher Ranking "Officers" in the Fleet.

New members of the ENCF who are at least 6 years of age but less than 16 years of age are automatically assigned to a ROTC Squadron and receive an honorary "commission" as a Warrant Officer (W-1). Each Warrant Officer competes for promotion on a point basis. Depending on each ROTC Officers activity level in the hobby, higher command authority within the Fleet will award promotion points. Each ROTC Squadron has a sponsoring Fleet Squadron made up of experienced Junior, Senior and Higher Ranking "Officers". Each ROTC Squadron will have a Squadron Commander appointed by higher command authority to manage and oversee the junior "Officers". Each ROTC Squadron Commander consults on all matters concerning the ROTC squadron with their sponsoring Fleet Squadron Commander.

While each ROTC Squadron is made up of mostly young "Officers" there exists a section within the ROTC made up entirely of adults who are the parent or guardian of each junior officer. This section is called the Senior Appropriations Committee (SAC). Since model warship combat is an adult-oriented hobby it is required that at least one parent or guardian joins the Fleet along with their dependent. Each parent or guardian is automatically assigned to this section when they join the Fleet unless they decide to take a more active role in the Fleet. All members of the Fleet assigned to the Senior Appropriations Committee will help finance their own dependent's projects and should accompany them to all Fleet activities.

Warrant Officers (W-1) and Chief Warrant Officers (W-2 to W-4) compete for promotion on a point basis. Promotion points are awarded for the following:

Attend a Fleet Battle 1 point
Attend a Fleet Training Exercise 1 point
Fleet Decorations 1 point each
Battle a combat warship in a sanctioned competition 4 points
Complete a model warship construction program 8 points
